As we begin 2019, I would like to share with you some of the things we are working on in District A and the projects that we have planned in our community.

My staff handled over 1,000 cases from constituents last year. Examples of concerns handled by my office are: street/drainage, platting/Planning Commission concerns, dangerous buildings/apartments, nuisances, traffic mitigation, safety, ditch problems, and missed trash/recycling.

Although the following is not a complete list of everything we did in 2018, I wanted to make sure that you know about some of the crucial projects we have worked on over the last year for our community.

Please note that all of the information and dates provided are per the City of Houston’s Public Works & Engineering Department (unless otherwise noted) and are subject to change.


Street and Drainage Projects

Antoine Drive Paving and Drainage (N-100009-0001-3) from Hammerly to Hempstead (Scheduled to begin in 2020)

  • Provides for the design and construction of Hammerly/Antoine/Hempstead Intersection with additional left and right turn lanes, curbs, sidewalks, driveways, street lighting, traffic control and necessary underground utilities.

Antoine Drive Paving and Drainage (N-100030-0001-3) from Victory to W. Gulf Bank (Scheduled to begin in 2021)

  • Project provides for acquisition, design and construction of a divided, concrete roadway with curbs, sidewalks, driveways, street lighting, traffic control and necessary underground utilities and in-line detention.

Antoine Drive Paving and Drainage (N-320396-0030-7) from W. Gulf Bank Drive to West Mount Houston (interlocal agreement with Harris County)

  • This is a project in conjunction with Harris County Commissioner Jack Cagle.
  • The interlocal agreement was signed in February 2017.
  • Harris County will provide engineering services and related support services necessary to prepare plans, specifications and estimates for the construction of the project.
  • The improvements to Antoine will include reconstruction of the existing concrete pavement, traffic signals, and related appurtenances.

Binglewood Drainage and Paving (M-000293-0001) (In Progress)

  • Project to address and reduce the risk of structural flooding.
  • This project provides for the design and construction of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways and underground utilities.
  • The project includes the reconstruction of James Lee Park with new amenities including a playground, walking trail, trees, and security lighting as well as for shared space which will contain a dry bottom shallow detention basin used as overflow to the project’s underground storm sewer system.

Binglewood Section II Local Drainage Project (M-000126-077A) (Complete)

  • Project to address and reduce the risk of structural flooding.
  • This project provided for the design and construction of a storm drainage outfall.

Bracher Street Storm Sewer SWAT Project (in progress)

  • Project to install storm sewer and re-establish proper grade.
  • Excavate and regrade approximately 1,604 linear feet of roadside ditches.
  • Cleaning of approximately 33 linear feet of existing storm sewers.

Briar Branch Channel (W140) Improvements (N-T17000-0018-3) (In Progress)

  • TIRZ 17 Project
  • Project to address:
    • Briar Branch Channel (W140),
    • Straws – Inlet additions and replacements
    • Bunker Hill bridge replacement

Enchanted Woods Roadside Ditch SWAT Project (In Progress)

  • Roadside ditch regraded to improve conveyance.

Gessner from Long Point to Neuens (N-00809-0001) (Complete)

  • Provided for the design and construction of a six-lane divided concrete roadway with storm drainage, curbs, driveways, street lighting, traffic control, and necessary underground utilities. The street has deteriorated beyond normal maintenance. In addition to the street improvements, the project will also help improve traffic circulation, mobility, and drainage.
  • Gessner is a major artery in Spring Branch that connects the community to the growing businesses in the area. The population in Spring Branch has increased significantly and is projected to continue with all of the new subdivisions and homes planned and under construction. The annual average daily traffic count in 2015 along Gessner was 40,993 and is projected to be 50,883 by 2040. With this increase, it will be more important than ever to make sure people can safely and easily get to and from home and work.
  • I worked with the Spring Branch Management District to get upgraded street lights. The upgraded lights will benefit the community and the businesses and will continue the light theme from the south side of I10.

Gessner from I10 to Long Point (TIRZ 17 Project) (Construction to begin in 2019)

  • Provides drainage and mobility improvements.
  • I10 and Gessner floods, creating a problem for people who need to get to the hospital during heavy rain events. I requested for this street to be analyzed to maximize the amount of detention provided for this project.
  • 4.5 Ac-Ft will be added as a result of this project, per Gauge Engineering.
  • The Texas Department of Transportation (TxDOT) Houston District, in cooperation with Memorial City Redevelopment Authority (MCRA), will hold a public meeting regarding this proposed roadway reconstruction project on Tuesday, January 8, 2019, at 5:30 PM, at Spring Woods High School, 2045 Gessner Road, Houston, TX 77080.

Hammerly and Parana Outfall Project (M-420126-ECDS) (Complete)

  • Reconfigured existing outfall/inlet to improve drainage.

Hollister Road/Alcott Drive SWAT Project (In Design)

  • Project provides for the intersection redesign and construction for proper sheet flow.

Inwood Forest Golf Course Detention (Interlocal agreement with Harris County Flood Control – Phase I Scheduled to Begin Construction in 2019)

  • The City and the Harris County Flood Control District (HCFCD) have identified a need to develop storm water detention facilities within the White Oak Bayou watershed.
  • Subsequently, the City acquired the former golf course (approximately 226.69 acres) in 2011 for storm water and drainage purposes.
  • The interlocal agreement with HCFCD was signed in February 2017.
  • Phase I of this project will create an estimated 300 acre-feet of flood water detention storage, and the whole project is expected to provide an estimated 1,000 acre-feet of flood water detention storage.

Neighborhood Street Reconstruction Project (NSR) 456 (Complete)

  • Project provides for the design and construction for concrete paving with storm drainage, curbs, sidewalks, driveways, street lighting, and necessary underground utilities.

Neuens Road/Spring Shadows (South) Drainage and Paving (In Design – Estimated to Bid in 2019)

  • Project in conjunction with County Commissioner Jack Cagle.
  • Project provides for the improved conditions of the 2-lane 10″ concrete pavement sections, increased drainage capacity, rebuilding existing sidewalks and speed cushions.
  • This is the first phase of the Spring Shadows South Project.

Meeting with Commissioner Cagle and Houston Public Works Director Carol Haddock to finalize the agreement and details for this project.

Oakwilde SWAT Project (Complete)

  • This project milled asphalt overlay and replaced with concrete so that water could flow properly.

Rollingwood Re-Grading and Flushing Project (Complete)

  • This project provided for the clearing and grubbing of the ditch and re-establishing proper grade.
  • The project also flushed culverts removed approximately 16 feet of tree roots.

Scenic Ridge SWAT Project (In Progress)

  • This project will remove existing outfall and replace with a new pipe.
  • Project will clear and grub the ditch and re-establish proper grade

Shepherd Forest (Gardendale/Stally) (In Progress)

  • This project will evaluate the upgrading of inlets and upsizing the storm line as well as working on the off-road ditch.

Spring Shadows (North) Drainage and Paving (M-410005-0001) (Scheduled to begin in 2019)

  • This project provides for the design of storm drainage improvements, necessary concrete paving, curbs, driveways, and underground utilities.

Tall Pines Project (Design in Progress)

  • This project will address severe ponding issues that affect mobility.
  • The project will upsize the 18 and 21-inch lines to a 24-inch line and upgrade the B inlets to BB.

Wirt Road Drainage and Paving (M-000287-0002) from I-10 to Hempstead (Complete)

  • Project provided for the design and construction of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways and underground utilities.
  • The project constructed storm drainage improvements to address and reduce the risk of structural flooding.

Wycliffe Drive Area Drainage Improvements (M-001010-0001) from Chatterton to Metronome (Almost Complete)

  • Design and construction of storm drainage improvements in the area, necessary concrete paving, curbs, sidewalks, driveways and underground utilities.
  • This project will construct storm drainage improvements to address and reduce the risk of structural flooding.


Crime Prevention and Safety

Over the last year, I allocated over $670,000 of Council District Service Funds towards crime prevention and safety. This included overtime initiatives for HPD, speed cushions and other traffic calming devices to keep our families safe from speeding cars, and new street lights in District A.

Speed Trailer for HPD

  • Public Safety is one of my top priorities on City Council. I have heard from many constituents that speeding has become an issue on some of the major streets in District A. Due to the increase in calls I have received in my office, I allocated funds to purchase a new speed trailer for HPD’s Northwest Division and HPD’s North Division.
  • This is the second trailer I purchased for the Northwest Division. The North Division already had a speed trailer, so now both divisions have two.

Park/Trail Projects

Agnes Moffitt Park Redesign (In Progress)

  • I have been working with the Agnes Moffitt Park Steering Committee, the Houston Parks and Recreation Department, and Clark Condon to redesign Agnes Moffitt Park.
  • New amenities for the park will include: tennis courts and community room (joint venture with the Houston Tennis Association), dog parks, new pool, new basketball courts, nature trail, detention, and more.
  • Agnes Moffitt Park is 39.90 acres located at Hammerly and Beltway.

The High Plains Drifter artwork will remain at Agnes Moffitt Park.

Alabonson Park (In Progress)

  • This park, located at 9650 N. Houston Rosslyn, is a 50.21-acre undeveloped park that was acquired in 2003. Since that time, it has remained in its “natural state” which includes high grass and weeds because the City could not identify funds needed to develop it into park space.
  • I worked directly with Commissioner Cagle to sign an interlocal agreement for Harris County Precinct 4 to take over the ongoing maintenance and operation of the park. This agreement was signed in January 2018.
  • Commissioner Cagle has done a great job with park space, and I have no doubt that he will turn this park into a great asset for the community.

Haden Park Parking Lot (Complete)

  • New concrete parking lot, security lighting, slide gates, trees, and side grading.

James Lee (Binglewood) Park (In Progress)

  • This park is being redeveloped in conjunction with the Binglewood Drainage and Paving Project (M-000293-0001).
  • The park will contain a dry bottom shallow detention basin used as overflow in rain events. The park will receive new playground equipment and other upgraded amenities.
