City of Houston Announces Comprehensive Water Bill Improvement Plan

This morning, April 4, 2024, Mayor Whitmire announced significant reforms to prevent erroneous water bills, clean up structural issues within current billing/customer service operations, and ensure that water bills are correct.

Changes include the replacement of all non-functioning remote read devices and installing these devices on the meters that do not have them. This will ensure accurate readings so that bills will no longer be estimated. It is a huge step towards restoring trust and transparency in the system.

I support this plan, and it incorporates components of ideas my colleagues on Council and I have proposed during discussions as well as budget amendments that I have offered in the past. I look forward to these changes. Water is not a luxury, and it is necessary that water bills are accurate.

What is Changing?

Starting April 1, 2024, single-family residential customers will have a set usage calculated for their water consumption. This set usage will be reflected in their May bill and will provide customers with consistent water bills. The idea behind this change is to offer stability to customers while HPW makes necessary improvements to ensure the accuracy of future monthly water usage readings.

Why Was This Change Necessary?

The previous billing system had been plagued with inconsistencies and inaccuracies, leading to frustration and confusion. Our office received many calls from residents receiving unusually high bills or bills that did not align with their actual water usage. This new system aims to address these issues head-on.

What the City Hopes to Accomplish

With the introduction of the set usage calculation, customers can expect more predictable water bills each month. This will avoid any surprises when it comes to their water expenses. By ensuring accurate readings and implementing necessary improvements, HPW is working towards building trust with its customers and ensuring a smoother billing process for all.

The Dashboard
To further allow customers to stay informed about their water usage, the City of Houston has created the Improvement Plan Dashboard. This online tool enables Houstonians to track the progress of replacement for active residential accounts by neighborhood, or to look up their individual account status.

The Dashboard also serves as a point of reference for customers who may have questions or concerns about their water bills. By having access to their usage information at their fingertips, customers can easily verify the accuracy of their bills and report any discrepancies.
